President Park Geun-hye has signed a law appointing an independent counsel on the Choi Soon-sil scandal.
It requires her to choose between two candidates recommended by the political opposition, and appoint that person as the lead counsel.
The law is set to take effect on Wednesday.
Separately, President Park approved a military intelligence sharing pact between South Korea and Japan.
The General Security of Military Information Agreement will be formally signed between South Korean's Defense Minister and Japan's Ambassador in Seoul Wednesday.
