Discussions over a bill to introduce an independent counsel to probe the Choi Soon-sil scandal have broken down at a subcommittee of the National Assembly's Legislation and Judiciary Committee.
At the subcommittee meeting on Thursday, ruling party members objected to a clause in the bill that allows the main opposition Democratic Party and minor People's Party to recommend two independent counsel candidates.
The Legislation and Judiciary Committee had initially planned to convene a full session at 1 p.m. and approve the bill reviewed by the subcommittee.
With uncertainties growing over the passage of the bill by the committee, the possibility has emerged that National Assembly Speaker Chung Sye-kyun will use his authority to convene an Assembly plenary session to put the bill to a vote.
