RSS Dialogue with Lawmaker: There is No Condition to Backtrack on Federalism, Insists Renu Chand


Kathmandu: National Assembly (NA) lawmaker Renu Chand says that the NA or the Upper House of the Federal Parliament has more legislative role compared to the House of Representatives or the lower house.



According to National News Agency Nepal, Chand emphasized that the upper house is liberated from two crucial responsibilities of the lower house: budget formulation and government formation. Reflecting on her one-year tenure as an upper house lawmaker, Chand expressed her belief that the NA holds a slightly stronger legislative role compared to the lower house. The upper house is often composed of individuals with extensive political experience.



The primary role of a lawmaker is to craft laws and engage in the legislative process. However, Chand noted that this practice is somewhat limited in Nepal. “I feel that a person has to become a member of the upper house to gain experience in the kind of law and policy formulation role of a legislator,” she stated. Chand also highlighted the significance of the parliamentary committee in the NA, which she praised for its diligent operations, contrasting it with the House of Representatives, where meetings are frequently disrupted due to a lack of quorum.



As a parliamentarian, Chand identified the lack of Q and A sessions with the government as a shortcoming. Moreover, while lawmakers can propose discussions on urgent public matters, she observed that this opportunity is underutilized. She also pointed out the absence of a Women Committee in the National Assembly as a notable deficiency.



Regarding federalism, Chand stated that a decade has passed since its implementation, and there is now discussion about amending the constitution. She suggested that amendments should be made to promote political stability, reform the electoral system, and enhance inclusivity through consensus among parties. Chand emphasized that while laws to enforce constitutional rights are lacking, any constitutional amendment should be progressive and forward-looking.



Chand also highlighted the need for the Police Act and Civil Service Act to fortify provincial governments, asserting that there is no turning back from federalism. The federal system has been adopted, and efforts must focus on strengthening it. She argued that good governance would naturally follow from controlling corruption, which she defined as encompassing both monetary and behavioral aspects.



Chand concluded by asserting that everyone, whether politicians or ordinary citizens, must be mindful of fulfilling their social responsibilities.
