Lack of Quorum in HoR Stops Decision on Veterinary Council Bill


Kathmandu: A proposal seeking consideration of the ‘Nepal Veterinary Council (First Amendment) Bill, 2082’ could not be decided upon in today’s meeting of the House of Representatives due to a lack of quorum. Minister for Agriculture and Livestock Development Ramnath Adhikari had presented the proposal for consideration.



According to National News Agency Nepal, the proposal was brought to the floor by Speaker Devraj Ghimire. However, CPN (Maoist Center) Chief Whip Hitraj Pandey requested a quorum check, revealing that only 49 lawmakers were present. This was significantly below the required number to pass any proposal.



Article 94 of the Constitution stipulates that one-fourth of the total number of members, i.e., 69 lawmakers, must be present to pass any proposal. Due to the insufficient number of lawmakers, the decision on the bill was postponed.



The next meeting of the House of Representatives is scheduled for tomorrow, where it is expected that the quorum issue will be addressed to proceed with the bill’s consideration.
