Khatmandu:Minister for Energy, Water Resource and Irrigation, Biraj Bhakta Shrestha, has directed his department to expedite the enforcement of the annual budget and programs due to disappointing financial progress.
According to National News Agency RSS, Minister Shrestha emphasized the need for a clear action plan as two months into the fiscal year, budget spending remains traditional and lacks momentum. He highlighted the importance of timely contracting and bidding to move projects forward.
Shrestha also stressed that building a system is crucial rather than relying on individuals. Effective implementation of programs requires coordination and collaboration among related agencies, along with public accountability. He urged government employees to take responsibility towards citizens, alongside political leaders.
He proposed the adoption of a reward and punishment system to steer governance reforms effectively.
Ministry Secretary Dr. Jagdishwor Karmacharya noted that project work should align with development priorities. The Ministry reported a financial progress rate of 3.08 in the initial two months of the current fiscal year.
