A sub-committee relating to the Nepal University Bill-2079 BS has proposed some amendments in certain wordings such as ‘teacher and employees’.
Parliamentarians also pressed for amendments to some ambiguous provisions in the Bill while deliberating on the report of the Nepal University Bill in today’s meeting.
Devendra Paudel, Coordinator of the Sub-Committee, submitted the report to Ambar Bahadur Thapa, President of parliamentary Committee of Education, Health and Information Technology, and suggested to replace wordings ‘teacher and employee’ with ‘teaching staff, researchers and employee’.
Similarly, the report recommended inserting ‘Vice-Chancellor, Registrar and Council’ in place of ‘Vice-Chancellor, Registrar and Council, Academic Council and Employees Committee’ in the bill.
In the report, it has been suggested that the term ‘Swadeshi (domestic)’ be inserted following the word ‘In the meeting’. Also, instead of ‘or researcher’, it has been recommended to use ‘researcher or student representatives’
in the same sub-section in where the term ‘Swadeshi’ is suggested to be added.
The report also outlines proposed amendments to the duration of the appointment of the nominated members through toss according to which, one third of members would be appointed for two years, another one third for three years and remaining one third for four years.
Coordinator Paudel advised clarifying the definition of ‘Educationalist’ as an individual with Phd title from a recognized university and having at least ten years of relevant experience in teaching and research.
A sub-committee comprising Paudel, Dig Bahadur Limbu and Deepa Sharma was formed to review and report on the Bill designed to make provisions related to the Nepal University Bill as well as to address the challenges in the higher education sector.
Participants in today’s meeting such as CPN (UML)’s secretary Chabilal Bishwakarma, Ram Prakash Chaudhary, Gyanu Basnet Subedi among others emphasized finalizing on the bill based on the recommendations furnished
by the Sub-Committee.
