Data Gaps and Climate Injustice in the Himalayas: A Growing Threat


Kathmandu: The Hindu Kush-Himalaya (HKH) region, spanning multiple countries including Afghanistan, Pakistan, Tajikistan, China, Nepal, and India, is often referred to as the water tower of Asia. However, much of this water is trapped in glaciers, which are melting rapidly due to climate change, leading to the formation of numerous glacial lakes.



According to Global Voices, the exact number of these glacial lakes is unknown, though some studies suggest there are over 8,900 lakes across the region. These lakes pose a significant danger through glacier lake outburst floods (GLOFs), which occur when a natural dam bursts, unleashing a torrent of water downstream. Such floods are increasingly common in India, Pakistan, Nepal, and China, and can cause extensive damage to communities, infrastructure, and lead to displacement.



The restricted sharing of disaster information exacerbates the situation. Shrestha, a commentator on the issue, emphasizes that disaster information is crucial for humanitarian response. When a glacial lake bursts, the floodwaters do not respect national borders, posing threats to lives and property downstream. However, information that could facilitate evacuations is seldom shared due to political inertia and bureaucratic indifference.



The lack of data sharing is part of a larger cycle of mistrust among the countries in the HKH region. Political tensions contribute to the withholding of information, which in turn breeds suspicion and hampers cooperation. This situation is further complicated by myths and misunderstandings about water management practices in neighboring countries. Shrestha points out that a river basin is a shared environment, and a comprehensive understanding is necessary to address these challenges effectively.



Experts advocate for enhanced scientific collaboration to bridge data gaps and build trust. Institutions like ICIMOD are working to establish transboundary scientific cooperation. Xu Baiqing of the Institute of Tibetan Plateau Research highlights the importance of joint research and shared knowledge in mitigating tensions and addressing the challenges posed by climate change.



China, among the HKH countries, possesses significant technological capabilities and resources. Official Chinese sources report a robust Earth observation system comprising land, meteorological, and ocean satellites. However, the sharing of this data is often hindered by language barriers and political mistrust. Chinese scientists frequently rely on satellite data from US agencies like NASA and the US Geological Survey for glacial lake inventories and GLOF risk assessments.



Despite open access to US satellite data, countries like Nepal and Bhutan face challenges due to limited internet infrastructure and technical expertise. This hinders transboundary monitoring and early warning efforts. Xu Baiqing notes that while satellite data helps analyze past events, real-time warnings require geostationary satellites and fieldwork.



Even China encounters difficulties in establishing field observation networks due to logistical and financial challenges. The high costs and risks associated with monitoring glacial lakes underscore the need for preparedness and international collaboration.



In regions like Nepal, the sustainability of ground-based early warning systems is uncertain. Zhang from ICIMOD notes that donor-funded systems often lack long-term support, leaving communities vulnerable once systems fail.



The unequal access to resources and information highlights the structural injustice in addressing climate change impacts. The Global South remains under-equipped compared to the Global North, exacerbating the climate crisis’s inequities. Recent funding cuts to US climate science initiatives have further strained global research efforts.



Organizations like ICIMOD offer hope through initiatives like the Hindu Kush Himalaya Monitoring and Assessment Programme, which promotes cross-border data exchange. However, experts argue for more extensive cooperation and support, particularly from European nations with expertise in Alpine glaciers.



To build resilience, regional collaboration must involve shared infrastructure, multilingual data portals, joint simulations, and sustained training. As glaciers continue to recede, the urgency for meaningful collaboration intensifies. The next GLOF disaster is inevitable, and data can only be effective if it is shared, understood, and acted upon in time.
