Dhaka: The Public Administration Reform Commission (PARC) has put forward a report suggesting the implementation of six specific targets to reform the public administration system, aiming to make it more people-focused, accountable, efficient, and neutral. The report emphasizes the need for a public administration system that is oriented towards the needs of the people, transparent, and accountable, while also enhancing the efficiency and capacity of public administration, ensuring impartiality, and improving the effectiveness of public services.
According to Bangladesh Sangbad Sangstha, the commission’s chairman Abdul Muyeed Chowdhury, along with its members, presented the report to Chief Adviser Dr Muhammad Yunus at the State Guest House Jamuna. The government established the PARC on October 3 to reform the administration, initially targeting four key areas but later expanding to six to enhance its effectiveness.
The commission categorized its recommendations into short-term (six months), medium-term (one year), and long-term strategies to facilitate implementation. Throughout its work, PARC conducted 49 meetings and compiled a report comprising 17 chapters and over 200 recommendations under 14 different headings.
In its efforts to gather insights, the commission reached out to 13 political parties for their suggestions on administrative overhaul. The Bangladesh Nationalist Party (BNP), Bangladesh Jamaat-e-Islami, Amra Bangladesh Party, and National People’s Party submitted written recommendations. Additionally, commission members engaged with grassroots communities and field-level public officers during visits to eight districts and five upazilas nationwide to inform the report.
