Speaker Ghimire Advocates for Enhanced Public Awareness on Federalism’s Positive Aspects


Kathmandu: Speaker Devraj Ghimire has emphasized the need to amplify the positive aspects of federalism to the general public, stating that it is crucial for the successful implementation of this governmental system. Addressing a program organized by the Nepal Administrative Staff College, Speaker Ghimire called for a focus on research and dissemination of findings related to Nepal’s federalism to promote understanding and best practices, rather than relying on unfounded criticisms.



According to National News Agency Nepal, Speaker Ghimire inaugurated the second series of a book titled ‘Federal System in Nepal: Dimension and Practice,’ published by the Nepal Administrative Staff College. He praised the College’s research efforts and highlighted the importance of cooperation, coordination, and coexistence among the three tiers of government established under Nepal’s new constitution. Ghimire expressed hope that the book would serve as an essential resource during this transformative period.



During the event, Ganga Datt Awasthi, a Member of the National Planning Commission, asserted that the College’s initiatives would contribute to promoting good governance and the effective enforcement of federalism across all government levels. He noted that the enactment of new laws on federal civil service and school education would facilitate the implementation of federalism.



Constitutional expert and Constituent Assembly member Radhe Shyam Adhikari stressed the importance of continuing such publications, acknowledging democracy, federalism, and proportional and inclusive principles as core tenets of Nepal’s constitution. Former Foreign Minister Bimala Paudel Rai described the book as an analytical resource on federalism, while Executive Director of the College, Ramsharan Pudashaini, expressed anticipation for more research-based contributions in future publications. The book features 14 articles and two interviews, offering diverse insights into federalism.
