Kathmandu: Minister for Federal Affairs and General Administration Bhagawati Neupane has emphasized the need for a clear policy to implement the concurrent rights bestowed by the Constitution to the federal, provincial, and local levels. In her address at the launch of the book entitled ‘Gaungaunma Singha Durbar (Singha Durbar in Villages)’ in Kathmandu, she highlighted the challenges faced in implementing these rights due to a lack of clear legislation.
According to National News Agency Nepal, Minister Neupane stressed the need to make local governments more powerful and effective to address the challenges that have emerged during the implementation stage of federalism. She acknowledged the arduous struggle undertaken to establish three tiers of government in Nepal, noting that local governments play a crucial role in delivering services to the public. Despite the Constitution granting exclusive and concurrent rights to the local level, there is a need for legal clarity to ensure proper execution.
Minister Neupane also emphasized the need to empower the local level with more authority. She expressed confidence that the book would aid in strengthening the operations of local governments and urged people’s representatives to focus on making the local level more robust.
