President Paudel Denies Authenticating Bill on Constitutional Council, Asks HoR to Reconsider


Kathmandu: President Ram Chandra Paudel has denied authenticating the Bill Designed to Amend the Act on Constitutional Council (Duty, Responsibility and Work Procedure), 2066, and has sent it back to the House of Representatives for reconsideration.



According to National News Agency Nepal, the Amendment Bill was deemed contrary to the letter and spirit of the constitution, democratic norms and values, and universal practices. As a result, President Paudel returned the Bill to the House of Representatives, where it was initially introduced, as per Article 113 (c) of the constitution.



On July 15, the Bill, which had been passed by both Houses of the federal parliament, was forwarded to the President for authentication. However, the President’s decision to send it back highlights the importance of ensuring that legislative measures align with constitutional provisions and democratic principles.
