Kathmandu, Sept 1: Minister for Communications and Information Technology Prithvi Subba Gurung said it is imperative to adopt an open competition for leadership selection in the State-run media.
“The institution must not be centered on person but on rule and norms so that it would help empower institution,” he added.
Minister Gurung was putting forth such views during a parliamentary committee discussion on the Public Service Broadcasting Bill.
The discussion on the bill has finally agreed to have a representative of the Public Service Commission (PSC) in a recommendation committee which would appoint officials in the institution to be formed as per the bill.
The recommendation committee will have PSC Chairperson or its Member as its coordinator.
The bill was endorsed by majority by the House of Representatives’ Committee on Education, Health and Information Technology on Sunday.

Committee Chairman Ammar Bahadur Thapa informed that the Committee struck an agreement on who would be the coordinator of the selection committee to appoint the officials at the institution to be formed as per bill.
Now, Secretary at Ministry of Communications and Information Technology, Radhika Aryal, and Joint Secretary at Ministry of Law, Justice and Parliamentary Affairs, Man Bahadur Aryal, has been directed to prepare a report of the bill by arranging the legal style and terms.
However, lawmaker Sumana Shrestha commented that the council to be formed as per the bill will have line minister or minister of state as its chair which would not make the news service free and fair.
