Kathmandu: Speaker Devraj Ghimire has affirmed that parliament functions as an independent entity, asserting its role as a supreme platform for the nation’s representatives. He emphasized that it is distinct from the executive branch and serves as a sovereign place shaping the country’s future.
According to National News Agency Nepal, Speaker Ghimire highlighted the importance of making parliamentary service dynamic and vibrant. He reminded that the parliamentary service was granted autonomy 19 years ago to uphold the dignity of parliamentary exercises. Ghimire stressed the necessity for neutrality among the employees of this service, given the diversity in political thoughts and party interests within parliament. He also accused the government of creating invisible restrictions on parliament and its secretariat in financial and administrative matters.
Speaker Ghimire warned that weakening parliament would lead to a weakened democracy, which in turn would harm the nation. He underscored that parliament is the appropriate venue to address the concerns and demands of the Gen Z youth.
Chairman of the National Assembly, Narayan Prasad Dahal, also spoke at the programme, emphasizing parliament’s role in overseeing government activities alongside its legislative responsibilities. Dahal informed attendees about the delay in holding the National Assembly meeting due to the old parliament building being damaged during the September Gen Z protest and the new building not yet being ready. He called for cooperation from all parties to ensure the upcoming election to the House of Representatives is conducted freely and fairly.
Minister for Law, Justice and Parliamentary Affairs, Anil Kumar Sinha, assured that the government is committed to providing policy and institutional support to strengthen parliamentary service, ensuring that laws are clear and understandable. Deputy Speaker Indira Ranamagar described the parliament secretariat as a learning hub for those interested in law-making and parliamentary affairs.
Vice Chairperson of the National Assembly, Bimala Ghimire, expressed concerns over people’s voices being unheard due to the absence of the House of Representatives at a critical time.
