Chairman Upendra Yadav Advocates for Expert Team to Amend Constitution

Kathmandu:

Chairman of Janata Samajwadi Party (JSP) Upendra Yadav has emphasized the need to amend the constitution based on recommendations from a team of experts. “There is a need for amendment to the constitution for its better mileage. So, we should form a team of experts first for the constitution’s amendment. Constitution should be amended on the basis of recommendations given by that team,” Yadav stated.

According to National News Agency Nepal, Yadav expressed concerns over the government’s reluctance to amend the constitution, noting that the issue has been discussed since the constitution’s promulgation but has not progressed beyond dialogue. He pointed out that the current electoral system should be the first priority for amendment, describing it as too expensive and detrimental to the nation.

Yadav proposed that the governance system should shift to a directly-elected executive presidential model, with the president selecting cabinet members from among experts. He also suggested that the parliament should focus on law formulation and monitoring, advocating for a separation between government and parliamentary functions.

Furthermore, Yadav called for a review of the judiciary to eliminate bureaucratic inefficiencies and enhance its resources. He suggested that local governments should fall under provincial jurisdiction, with provinces gaining more power through constitutional amendments.

Yadav remarked that the entire population has not embraced the constitution, partly due to the centralized mindset of certain stakeholders. He highlighted the lack of implementation of federalism, citing insufficient laws, bureaucratic structures, and resources as obstacles. He also mentioned the unfulfilled provision of a special zone in the constitution.

Addressing the demands of the Madhesi community, Yadav emphasized the importance of equal participation in state organs based on population. He advocated for meritocracy across state bodies to improve citizens’ lives and suggested measures to curb youth emigration, such as state-run industries and prioritizing agricultural development.

Yadav urged major political parties to ensure good governance and practice ethical politics. He called for significant changes in the education system to better align with evolving contexts and emphasized the need for interventions in agriculture and tourism for national prosperity. Lastly, he underlined the importance of energy development to make Nepal a prosperous country globally.
