Kathmandu: National Assembly Vice Chairperson Bimala Ghimire has emphasized the necessity of a regulatory framework aimed at making social networking sites balanced, responsible, transparent, and aligned with human rights principles. Speaking at a program titled ‘Discussion on the Bill Designed to Operate, Use, and Regulation of Social Networking Sites-2081’, organized by the Forum for Women, Law and Development (FWLD), Ghimire highlighted the importance of regulation over control.
According to National News Agency Nepal, Ghimire articulated that social networking sites have become a crucial element in the dissemination of information, communication, and ideological movements. She asserted that the collective responsibility is to create a fair and responsible regulatory system, rather than imposing outright bans, to ensure transparency and human rights compliance.
Ghimire urged for a comprehensive discussion on all facets of the bill within the committee. The goal is to present an inclusive, democratic, and responsible bill in the parliament by integrating feedback from stakeholders, experts, and considering international standards. She expressed confidence that the legal provisions within the bill would effectively address cybercrime associated with social networking platforms once enacted.
The program also featured remarks from Kamala Panta, Chairperson of the Development, Economic Affairs and Good Governance Committee; Tulasa Kumari Dahal, Chairperson of the Legislative Management Committee; and Maya Prasad Sharma, Chairperson of the Public Policy and Delegated Committee, who shared their insights on the matter.
