Review Implementation Before Advocating for Constitution Amendment: Young Lawmaker Suggests


Kathmandu: After serving as a Member of the House of Representatives (HoR) for 14 months, a young lawmaker has shared insights on parliamentary practices and the importance of reviewing the implementation of the current constitution before advocating for amendments. The lawmaker’s perspective has evolved significantly since joining the HoR, shifting from superficial views to a deeper understanding of the roles and functions of parliament.



According to National News Agency Nepal, the federal parliament is actively engaged in lawmaking, with rigorous discussions taking place in committee meetings. The lawmaker emphasized that while the creation of laws is crucial, their effective enforcement is imperative. They have advocated for addressing public concerns, such as the tax issues faced by chhurpi entrepreneurs in Ilam, which led to government intervention.



The lawmaker highlighted the significance of understanding the origins of the current constitution, which was established after a long struggle and significant sacrifice. They believe that rather than pushing for constitutional amendments, it is vital to review the implementation of existing provisions, especially those related to human rights.



Additionally, the lawmaker addressed the electoral system, advocating for a focus on honesty and commitment in politics rather than solely on education and campaigning skills. They called for prioritizing candidates with knowledge of geography, national status, and people’s aspirations.



The issue of youth out-migration was also discussed, noting that it affects not only the youth but all aware citizens. The lawmaker urged the government to improve services and processes related to employment and youth entrepreneurship. They suggested that strategic investment in agriculture and tourism could significantly contribute to Nepal’s prosperity.



In parliament, the lawmaker called for unity among all parties to resolve national issues through dialogue. They criticized inappropriate activities in parliament and stressed the importance of presenting evidence-based arguments. They urged parties, including the Nepali Congress, CPN UML, and CPN (Maoist Centre), to collectively take responsibility for national progress.

The lawmaker, Suhang Nembang, is the son of the late lawmaker Subash Nembang and was elected from Ilam constituency no 2 for the House of Representatives from CPN UML in March last year following his father’s demise. Suhang is one of the youngest HoR Members.
